Hawaii is unique among US states — it does not have a traditional sales tax. Instead, it has a General Excise Tax (GET) that applies to all business activities.

The state GET rate is 4%, but Honolulu County charges an additional 0.5% surcharge, making the total 4.5% (or 4.712% when businesses pass the tax to consumers).

Unlike sales taxes, the GET is a tax on businesses rather than consumers, but most businesses pass it on to customers as a line item on receipts.

How Hawaii's General Excise Tax Works

The GET applies to virtually all business revenue in Hawaii including retail sales, services, construction, and rentals. The base rate is 4% statewide.

Oahu (Honolulu County) adds a 0.5% county surcharge, bringing the total to 4.5% for most transactions. When businesses are allowed to pass the tax on, the effective rate becomes 4.166% (state) and 4.712% (Oahu).

What Is Exempt from Hawaii's GET?

Some activities are exempt or have reduced rates: exports out of Hawaii, certain agricultural sales, prescription drugs, and some medical services.

Unlike many states, food at grocery stores is NOT fully exempt from the GET in Hawaii, though there are some lower rates for wholesale transactions.
